You can’t be sure of the staff’s beginnings, only that it belonged to a Necromancer Vampire in the service of He Who Devours. It is undoubtedly an evil item, having the power to curse enemies and raise undead servants.
Chances are, it was created by Vorigan or a wizard in his employ.
If you remember, enchanting items in Alenostr generally requires high quality, durable materials that generally have an aspect of the effects you desire. In the case of Urman’s staff, this was the durable Darkwood base, topped with an undead creatures antlers, silver runes as an anti-undead material, and a further blessing by Zho Ni as a good-aligned cleric.
For Vorigan’s staff, you can probably assume that the opposite was put into it. Enok, the cleric you slew could’ve been present as a worshipper of the Primordial.
Urman doesn’t want that staff unless he can safely use it to enhance his own knowledge & power without helping HWD or coming under the influence of HWD. Urman highly doubts he can safely use it. He prefers to avoid deity level powered entities that threaten his existence.
If a non-immortal creature threatens him, at least those can be stopped.
Well Otiben doesn’t know jack about that magic mumbojumbo. all he knows is there is a magic staff that he could possibly use and thats just cool as hell to him. but if all he will get is grief from the rest of the party he will regretfully let it go. since being accepted is a rare thing for him as well.
